Kevin Eldridge is a Principal Consultant in ERM’s Raleigh, North Carolina office. His experience is in the environmental consulting field, including management of air quality permitting, regulatory analysis, dispersion modeling, and emissions inventory programs as well as other multi-media environmental projects. Project management experience includes direction and supervision of engineers, meteorologists, and other scientists on air quality projects, including interaction with state regulators, client interface, budget, schedule development and monitoring, and quality assurance/quality control (QA/QC) of deliverables. Mr. Eldridge’s experience also includes developing Risk Management Plans for natural gas processing plants, chemical manufacturing, hydrogen storage and general manufacturing processes.

Dave Jordan has over 40 years of experience working with a wide range of issues pertaining to the Clean Air Act. His work experience includes 17 years of work with the Indianapolis Air Pollution Control Division, including seven years as Administrator of the Division. Dave has extensive experience with construction and operating permits, including experience with major source permitting under Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR) rules. He has served as an expert witness on several air permitting enforcement cases, including cases involving alleged PSD violations against electric utility generating units. Mr. Jordan has assisted clients with compliance support in all aspects of Clean Air Act requirements, including applicability determinations, compliance strategies, compliance evaluations, and completion of periodic reports. He has also participated in on-site compliance audits to evaluate compliance with air permit requirements. Mr. Jordan’s background includes work in a variety of industrial sectors, including electric utilities, petroleum refining, chemical, pharmaceutical, mining, automotive, and manufacturing.

Mr. Krawczyk is a Principal Consultant in the compliance practice in ERM’s Indianapolis, Indiana office. He has fifteen years of experience working on a wide range of multi-media environmental issues, including 11 years of experience as a regulator for the Indiana Department of Environmental Management (IDEM) Offices of Air and Land Quality.  Mr. Krawczyk has experience managing projects entailing permitting, compliance assistance, and auditing across numerous industry sectors including chemical, electric utilities, manufacturing, metals, pharmaceutical, and technology, media, and telecommunications.  Mr. Krawczyk has assisted clients with environmental permitting, compliance support, applicability determinations, and periodic reporting requirements within the contiguous United States, Alaska, and the Caribbean.

Dan is a Principal Consultant within ERM’s Indiana office. His experience includes working with both large and small project teams often consisting of the integration of team members from offices across the country. He has developed many important team-building skills, and has fostered excellent working relationships within the company across the country, as well as with the numerous regulatory agencies he has come in contact with. His experience with geographically integrated project teams has enhanced his skills related to working well within a complex organization.  Dan is one of ERM’s leading professionals serving the Pulp & Paper and Forest Products Industries. His primary focus is in air quality and has participated in numerous environmental compliance audits for industrial manufacturing facilities. 

Brian has experience designing ambient air monitoring equipment setups and calibrating and servicing air monitoring equipment. He is also involved planning logistics for getting equipment to locations. Brian has been a part of a research project for the University of Illinois Atmospheric Department in the scavenging of particles during precipitation events. Brian was a fundamental part of setting up data collection instruments (optical particle sizer and radar), as well as the data collection and compiling.

Gary is an environmental scientist with over 40 years of air quality experience. He has been employed by government, industry, engineering firms, and consulting organizations and as a result has a broad range of expertise to bring to his project management and technical support duties. Gary has managed and participated in a wide variety of air quality permitting, emission inventory, air modeling, ambient monitoring and risk assessment projects for numerous organizations over his career. Gary’s focus over his career has been in the energy sector, including power plants, interstate natural gas transmission projects and liquefied natural gas import/export terminals, however he also has experience in the refining and chemical weapons demilitarization (incineration) sectors. One of Gary’s key support functions over his entire career has been the tracking and analysis of regulatory initiatives and issues.

Mark has over 18 years of experience in environmental consulting concentrating in air quality. His air pollution experience includes extensive work with industrial clients to assess and implement programs to comply with a variety of complex regulations, including MACT requirements. His previous and ongoing baseline work includes engineering design and construction management for air pollution control systems, performing emissions inventories, air quality regulatory compliance reviews, development of compliance implementation plans, permitting of emissions units, RACT/BACT/LAER reviews and proposals for several types of industries, preparation of Title V permit applications, NSR/PSD determinations including netting analysis, MACT compliance reporting and implementation assistance.

Ms. Vicki Hoffman is a Senior Consultant with ERM based in Walnut Creek, California. She has over 30 years of experience as an air quality scientist and specializes in emission estimation, atmospheric dispersion modeling analyses, health risk assessments, impact assessments, pollutant monitoring, and technical report preparation. She has used numerous EPA-approved and agency recommended atmospheric dispersion models (including AERMOD and other regulatory models) that simulate the downwind transport and dispersion from emissions of both criteria pollutants and toxic air contaminants. In addition, she is an expert with CALPUFF, a long range dispersion model that not only estimates pollutant impacts, but also calculates changes in visibility and estimates potential acid deposition. Ms. Hoffman has extensive experience performing human health risk assessments (HRAs) based on California EPA Office of Environmental Health Hazard Assessment (OEHHA) guidelines.  The California Air Resources Board’s HARP 2 model is used to calculate health risks due to emissions of toxic air contaminants. Ms. Hoffman has worked with many local air agencies throughout California and other Western States. Most of her experience, however, has been in the Bay Area Air Quality Management District.
